All government employees, whether of high or low rank,
should, with perfect integrity, probity and rectitude, content themselves with
the modest stipends and allowances that are theirs. They should keep their
hands unsullied and preserve their fair name from blemish.... If a man deal
faithlessly with a just government he shall have dealt faithlessly with God;
and if he render it faithful service he shall have rendered that service to
God.
